The Global Development Network (GDN) seeks a Spanish-speaking Principal Evaluator/ Evaluation team for undertaking the evaluation of the institutional capacity building program titled Strengthening the Research Capacity of Relatively Small Countries in Latin America to Promote Better Informed Policymaking.
The program was designed to strengthen the capacity of research institutions in small countries in the LAC region to carry out credible research that can inform the policymaking community with timely and reliable analysis and evidence, within the overall goal of improving public policy expenditure and a culture of evidence-informed decision-making.
The specific objectives of the program are the following:
a) Identify information requirements, knowledge and institutional gaps in the region.
b) Strengthen the research capacities of national research centers in relatively small countries
in the region to undertake public expenditure analysis.
c) Create platforms for knowledge transfer and cross-learning.
d) Strengthen the relationships/links among policymakers, research centers, think tanks, and researchers to share and build on specific models that foster efficiency in public expenditure.
The program is funded by the Inter-American Development Bank (IDB) for the period between 2015-2019. The first phase, a mapping and agenda setting exercise, covered 17 countries in South and Central America. The second and third phase of research and policy outreach focused on El Salvador and Ecuador and narrowed down the thematic focus to education policies and public spending.
