Jean-Louis Arcand, President, GDN

Professor Jean-Louis Arcand is a Canadian economist and professor of economics at the Graduate Institute of International and Development Studies in Geneva, as well as an affiliate professor at the Université Mohammed VI Polytechnic in Rabat. He is a Founding Fellow of the European Development Research Network (EUDN), a Senior Fellow at the Fondation pour les études et recherches en développement international (FERDI) and has been a Visiting Professor at Renmin University of China in Beijing, Universidade Federal da Bahia and several universities in Africa and the Caribbean. He was assistant and then Associate Professor at the University of Montréal, and Professor at the Centre d'études et de recherches en développement international (CERDI).

Jean-Louis holds a PhD in Economics from the Massachusetts Institute of Technology (MIT), an MPhil from Cambridge University and a BA (high honors) from Swarthmore College. He became the president of GDN in January 2023. He can be contacted at jlarcand@gdn.int

 

Francesco Obino, Head of Programs

Francesco Obino is Head of Programs at GDN. He has eight years of experience in research, publishing and research capacity building in academia, international organizations, international and grassroots NGOs and academic publishing. At GDN, he manages programs on institutional research capacity building and research training strengthening in Asia, Latin America and Africa. Full bio. He can be contacted at fobino@gdn.int

 

Howard White, Director, Evaluation and Evidence Synthesis

Howard White is Director of Evaluation and Evidence Synthesis at the Global Development Network. Previously, he was CEO of The Campbell Collaboration, where he led innovations in governance, publishing, staffing, evidence synthesis products and tools to support evidence use in decision-making. He was also the founding Executive Directtor of at the International Initiative for Impact Evaluation (3ie), and led the impact evaluation program of the World Bank’s Independent Evaluation Group. He has been given awards for services to evaluation by the governments of Benin and Uganda.  He was Managing Editor of the Journal of Development Studies (2002-2013) and founding Managing Editor of the Journal of Development Effectiveness. His research areas include aid and development effectiveness, anti-poverty interventions, macroecomomic modelling and policy, evaluation and evidence synthesis methods,  and mixed methods approaches in research and evaluation.  Howard started his career as an academic researcher at the Institute of Social Studies in The Hague, and the Institute of Development Studies, University of Sussex, UK.
